BKV case: the expert who supported the accusation washed-out

The BKV case trial continued on the Kecskemét Tribunal on Thursday with dissect of the BKV’S contracts with the connection of the local train of Szentendre. 

The prosecution tried to prove that the system is overpriced and it was a bad quality with the cancellation of BKV workers. According to the defenders they heard in irregular way and as a witness the CEOs of the two other applicant companies who lost. For example one of them stated distinctly if he is biased in the case or not.




During the testimonies it was even more surprising turn that the directors of the companies who lost – former BKV workers – in contrast with the C. C. Soft Ltd. they worked together towards the win of the 100 million forint contract. One of them for example participated in the transcript of the tender. The defendants could prove that the losers of the project prohibited the fulfillment of the contract from inside of the BKV. 

After the witnesses the court heard an expert IT witness who earlier called the passenger informant system as a „homemade do it yourself” construction; however he couldn’t explain his standpoint even now. The system in one of the exam was working in 76% efficiency, but according to the expert this „doesn’t count as working”.

He answered for the questions of the defenders that he doesn’t possess with experience and transportation specialist qualification, he doesn’t have special exams. According to his telling he only visited one station where he „ad-libitum” talked with a few BKV workers, then he pass through the other stations where he saw the displays.

For a question he said that most of the displays worked, but he doesn’t know that how many stations he checked. According to his statements he didn’t have time to disarm and look the displays closer.

BKV-per: "lebőgött" a vádat alátámasztó szakértő

A szentendrei HÉV utastájékoztató-rendszerét érintő BKV-s szerződés boncolgatásával folytatódott a BKV-per tárgyalása csütörtökön a Kecskeméti Törvényszéken. Az ügyészség több BKV-dolgozó bevonásával próbálta bizonyítani, hogy a rendszer túlárazott és rossz minőségű volt. A védők szerint rendhagyó módon, tanúként hallgatták meg a munkára pályázó két vesztes cég vezetőjét. Egyikük például többször eltérően nyilatkozott arról, hogy elfogult-e az ügyben.

Ennél is meglepőbb fordulat volt a vallomástételek során, hogy a rendszer kiépítésével megbízott C.C. Soft Kft.-vel szemben vesztes cégek vezetői - régi BKV-sok - lényegében elismerték, hogy együttműködtek a 100 milliós szerződés elnyerése érdekében. Egyikük például részt vett a pályázat kiírásában is. A vádlottaknak sikerült bizonyítaniuk, hogy a projekt vesztesei a BKV-n belülről akadályozták a szerződés teljesítését.

A tanúkat követően egy igazságügyi informatikai szakértőt hallgatott meg a bíróság, aki korábban "házilag barkácsolt" szerkezetnek nevezte az utastájékoztató rendszert, ám álláspontját most nem tudta megvédeni. A rendszer az egyik vizsgálata során 76 százalékos hatékonysággal működött, de a szakértő szerint az "nem számít működésnek".

A védők kérdéseire válaszolva elmondta, hogy közlekedés-szakirányú képzettséggel és tapasztalattal nem rendelkezik, ilyen szakvizsgái nincsenek. Elmondása szerint mindössze egyetlen állomást tekintett meg, ahol "kötetlenül" beszélgetett néhány BKV-dolgozóval, majd a többi megállón "áthaladva" tekintette meg a kijelzőket.

Kérdésre elmondta, hogy a kijelzők többsége működött, de nem tudta, hány megállót vizsgált meg. Állítása szerint leszerelni és közelebbről megnézni egy kijelzőt sem volt ideje.
