„Homemade do it yourself” in the Hagyó case

The expert IT witness called, on the Thursday’s trial against Miklós Hagyó (who is the former deputy lord mayor) and his associates, a few elements of the passenger informant system at the local train between Batthyány and Békásmegyer which was constructed for 118 million forint.




According to the expert witness who was asked by the court the passenger informant system’s display was unsuitable for the function, the software of the system didn’t work as the calling for tender said.

Ibolya Hadnagy, the board leader judge is continuing the process of proof since the second day about the passenger informant system which was constructed by the C. C. Soft Ltd., and which according to the accusation made 118 million forints of damage for the BKV Ltd. 


For the contribution of the system the transportation company advertised an invitational tender, they chose the C. C. Soft Ltd. and they left the standing board out of consideration.

According to the engineering expert’s price estimation the contractor sold the passenger informant system for double price, together with that he didn’t built it up correctly for the tender’s transcript. Neither to the light conditions, nor to the 24 hour run it didn’t fit for the use of the outdoor display of the television device – accented the expert.

According to the standpoint of the expert, they should have cut down the price of the contract.

The court heard two CEOs as witnesses who applied in 2007 for the construction of the passenger informant system in the stations of the local train between Batthyány square and Békásmegyer.


The two companies indicated in their offer that they will need minimum 3 months for the whole system’s construction.


The two witnesses stated in concordant: the winner company of the tender wasn’t known in the circle of the companies which constructs passenger informant systems.

The C. C. Soft Ltd, assumed the construction of the system for 85 million forints, this was raised in the contract for 99 million forints.

One of the CEO witness who was heard said: they handed in a 92,5 million forints of offer, but in their tender they would have built the system with technical LCD displays, these are substantially more expensive than the TV devices.

Zsolt Balogh defendant IV, who is at the time of the calling for tender was the deputy technological CEO of the BKV Ltd. then trusteed CEO, stated: „Subsequently I’m sorry that you didn’t configurator the system because I can see that you have serious professional preparedness.”

According to the indictment „the technological deliverance-takeover was conducted on November 30th, 2007, however effective tryout works aren’t closed since today.”

The indictment said that Zsolt Balogh trusteed CEO didn’t want to sign the efficiency certifications and because of that Miklós Hagyó defendant I called him to his office and ordered him to dispose of the disbursement and that it should happen before Christmas.

According to the main prosecution the criminal organization which was led by Miklós Hagyó made 1,5 billion forints of property damage for the BKV until August, 2008.

The trial continues on the 10th of September with witness hearings.

"Házilagos barkácsolás" a Hagyó-perben

Házilagos barkácsolásnak nevezte az igazságügyi szakértő a szentendrei HÉV Batthyány tér és Békásmegyer közötti állomásain 118 millió forintért kiépítetett utastájékoztató rendszer egyes elemeit a Hagyó Miklós egykori szocialista főpolgármester-helyettes és társai ellen folyó per csütörtöki tárgyalásán a Kecskeméti Törvényszéken.

A bíróság által felkért igazságügyi szakértő véleménye szerint az utastájékoztató rendszer kijelzője alkalmatlan a funkcióra, a rendszer szoftvere nem a pályázati kiírásnak megfelelően működik.

Hadnagy Ibolya tanácsvezető bíró második napja folytatja a bizonyítási eljárást a C.C Soft Kft. által kiépített utastájékoztató rendszerről, amellyel a vád szerint 118 millió forint kára keletkezett a BKV Zrt.-nek.

A rendszer kiépítésére meghívásos pályázatot hirdetett a közlekedési vállalat, a felállított bizottság döntését figyelmen kívül hagyva a C.C. Soft Kft. lett a nyertes.

A műszaki szakértő árbecslése szerint a kivitelező az utastájékoztató rendszert értékének duplájáért adta el, valamint nem a pályázati kiírásnak megfelelően építette ki. Sem a fényviszonyoknak, sem a 24 órás üzemnek nem felelt meg a televíziókészülék kültéri kijelzőként történő alkalmazása - hangsúlyozta a szakértő.

A szakértő álláspontja szerint csökkenteni kellett volna a szerződés szerinti díjat.

A bíróság tanúként hallgatott ki két cégvezetőt, aki pályázatot adott be 2007-ben a Batthyány tér és Békásmegyer közötti HÉV-állomások utastájékoztató rendszerének kiépítésére.

A két cég ajánlatában jelezte, hogy legalább három hónap szükséges a rendszer teljes kiépítéséhez.

A két tanú egybehangzóan állította: a pályázaton nyertes cég nem volt ismert az utastájékoztató rendszert építő cégek között.

A C.C. Soft Kft. 85 millió forint nettó összegért vállalta a rendszer kiépítését, ezt szerződésmódosítás után 99 millió forintra emeltek.

A tanúként meghallgatott egyik cégvezető elmondta: 92,5 millió forintos ajánlatot adtak be, de a pályázatban megjelölt ipari LCD kijelzőkkel építették volna ki a rendszert, ezek lényegesen drágábbak, mint a tv-készülékek.

Balogh Zsolt negyedrendű vádlott, aki a utastájékoztató rendszer pályázati kiírásakor még a BKV Zrt. műszaki vezérigazgató-helyettese, majd megbízott vezérigazgatója volt, kijelentette: "Sajnálom utólag, hogy nem az önök építették ki a rendszert, mert azt látom, hogy komoly szakmai felkészültséggel rendelkeznek."

A vádirat szerint "a műszaki átadás-átvételi eljárást 2007. november 30-án lefolytatták, azonban eredményes próbaüzem a mai napig nem zárult le".

A vádirat kitér arra, hogy Balogh Zsolt megbízott vezérigazgató a teljesítés igazolását nem akarta aláírni, ezért Hagyó Miklós elsőrendű vádlott behívatta hivatalába, és utasította, hogy intézkedjen a kifizetésről, és az még karácsony előtt történjen meg.

A főügyészség szerint a Hagyó Miklós vezetésével működő bűnszervezet 2008 augusztusáig megközelítőleg 1,5 milliárd forint vagyoni hátrányt okozott a BKV-nak.

A per szeptember 10-én tanúkihallgatásokkal folytatódik.
