The former leader of the department started to work at the transportation company in 1974, and in the lack of 10 days he was working there for 35 years, until May, 2008. He led the department of the investment from March, 1997 until August, 2007, when because of the realignment he became to the front of the developmental department. About the questioned period – summer of 2007 – he said that at that time the department controlled 170-180 investments.
The witness met the later CEO, Zsolt Balogh in March, 2007, when from that time CEO Attila Antal he got Zsolt Balogh’s professional CV. For question he said: he didn’t get any order from Antal that he has to hire him to the department of the investment or he didn’t hear it from any other people that he has to hire Balogh. As he said, at that time there was wartime at the company; new people were coming and leaving because of the realignment and rationalization.
Anyway the witness thought about Balogh’s professional CV that it was convincing. About the renovation of the Szentendre’s local train’s works he said: in 2001, the Main Supervision of the Transportation had a check-up in every local train line and it discovered a lot of deficiency. After this the supervision dictated the further operations to conditions. On the Szentendre’s local train line the big reconstruction started in 2005. During the renovation the decision born that from the second schedule of the project they should make an investment which would visualize and sensible for the clientele that they are keep up with the work and with this they revise the standard of the service. This was the configuration of the passenger informant system.
The witness called up the attention that correlate to the global investment value which was 5 billion forints, the expense of the configuration of the system which was 60-80 million forints was only mean 2%. With this he added that the passenger satisfaction meant serious index-number in the funding of the BKV. For a question about the application of the C. C. Soft he said: For the suggestion of Balogh they extended the circle of the invited applicants and with this decision he agreed too. The purpose was that between the applicants it had to be a bigger contest and because of this they can spare on the expenses.
The witness didn’t meet with the representatives of the company, he ad no connection with them. HE emphasized: the price was the best in the application of the C. C. Soft and in the overview of the period of performance, and in the third fact, in the question of the references the applicant arranged the occurring questions tranquillizing. According to him up to this day it is an approved procedure that the reference is from one of the subcontractor of the company. Even though he got sign that there are problems which came up during the works but he didn’t get any sign about that the company would have been unsuitable for the execution of the project. Anyway he also said that he had no investment in his long carrier that there would have not been any slippage.
For the question of a lawyer he confirmed that the competition was normal, they gave the best offer and when he signed the contract he was in the belief that the C. C. Soft was suitable for the completion of the work, he signed the contract in his best knowledge of the company. He also confirmed that nor from Attila Antal or from Miklós Hagyó, the former deputy lord mayor who is the first defendant of the case, did he get any order in the connection of the contract. It was an interesting circumstance with the former leader of the department that the prosecution only questioned him in June, 2011, but they asked nothing from him about the contract with the C. C. Soft, but he was one of the signers of the contract and Hagyó was already suspected with the contract 13 months ago.

A BKV egykori egykori beruházási főosztályvezetőjének, K.I.-nek a meghallgatásával folytatódott a BKV-ügy tárgyalása ma Kecskeméten. A tanút a C.C. Soft Kft-vel kapcsolatos vádpontban hallgatták meg. A tárgyaláson egyértelművé tette: ez a cég tette a legkedvezőbb ajánlatot az utastájékoztatási rendszer kiépítésére.
Az egykori főosztáyvezető 1974-ben kezdett a közlekedési vállalatnál dolgozni, és tíz nap híján 35 évig tevékenykedett a cégnél, egészen 2008 májusáig. A beruházási főosztályt 1997 márciusától vezette a 2007 augusztusáig, amikor az átszervezések miatt a fejlesztési főosztályt élére került. A kérdéses időszakról - 2007 nyaráról - elmondta, akkoriban 170-180 beruházás felügyeletét végezte a főosztály.
A tanú Balogh Zsolt későbbi vezérigazgatóval 2007.márciusban ismerkedett meg, amikor Antal Attila akkori vezérigazgatótól megkapja Balogh szakmai önéletrajzát. Kérdésre elmondta: nem kapott utasítást Antaltól arra nézve, hogy fel kell vennie őt a beruházási főosztályra, illetve mástól sem hallott arról, hogy Baloghot alkalmaznia kell. Mint elmondta, akkoriban háborús viszonyok voltak a vállalatnál, jöttek és mentek új emberek az átszervezések, racionalizálások kapcsán.
Balogh szakmai önéletrajzát a tanú egyébként meggyőzőnek tartotta. A szentendrei HÉV-vonal felújításával kapcsolatos munkákról elmondta: 2001-ben a Közlekedési Főfelügyelet ellenőrzéset tartott az összes HÉV-vonalon, és komoly hiányosságokat tárt fel. Ezután a felügyelet feltételekhez szabta a további üzemeltetést. A szentendrei HÉV-vonalán 2005-ben indult el a nagy arányú rekonstrukció. A felújítás során született az a döntés, hogy a projekt második üteméből hozzanak előre egy olyan beruházást is, ami láthatóvá, érzékelhetővé tesz az utazóközönség számára, hogy haladnak a munkával, és ezáltal javíthatják a szolgáltatás színvonalát. Ez volt az utastájékoztatási rendszer kiépítése.
A tanú felhívta a figyelmet, hogy az ötmilliárdos összeberuházási értékhez viszonyítva a rendszer kiépítésének előre látható 60-80 milliós költsége két százalékot jelentett. Ezzel kapcsolatosan hozzátette, hogy az utas-elégedettség komoly mérőszámot jelentett a BKV finanszírozásában. A C.C. Soft pályázatáról kérdésre elmondta: Balogh javaslatára bővítették a meghívott cégek körét és ezzel a döntéssel ő egyetértett. A cél az volt, hogy minél nagyobb legyen a verseny a pályázók között, és ezáltal spórolni tudjanak a kiadásokon.
A tanú a cég képviselőivel nem találkozott, semmilyen kapcsolatban nem volt velük. Kiemelte: a C.C. Soft pályázata volt a legkedvezőbb az ár, és a teljesítési határidő tekintetében, a harmadik tényező, a referencia kérdésében pedig a pályázó megnyugtatóan rendezte a felmerülő kérdéseket. Szerinte mai napig elfogadott eljárás, hogy a referenciát egy cégnek egy alvállalkozó adja meg. Kapott ugyan jelzést arra vonatkozóan, hogy a munkák során problémák merültek fel, de olyat nem, amely szerint a cég alkalmatlan lett volna a projekt megvalósítására. Egyébiránt azt is elmondta, hogy nem volt még olyan beruházás sokéves pályafutása alatt, ahol ne történt volna csúszás.
Ügyvédi kérdésre a tanú megerősítette, hogy a versenyeztetés szabályos volt, ők adták a legkedvezőbb ajánlatot, és amikor ő aláírta a szerződést abban a hitben volt, hogy a C.C Soft alkalmas a feladat elvégézsére, a kontraktust a legjobb tudása szerint írta alá a céggel. Megerősítette azt is, hogy sem Antal Attilától, sem a per elsőrendű vádlottjától, Hagyó Miklós volt főpolgármester-helyettestől sem kapott utasítást a szerződéssel összefüggésben. Érdekes körülmény a volt főosztályvezetővel kapcsolatban, hogy őt az ügyészség csak 2011 júniusában hallgatta ki, de egy szót nem kérdeztek a C.C. Soft szerződéssel kapcsolatban tőle, pedig a szerződés egyik aláírója volt, és Hagyót ekkor már 13 hónapja meggyanúsították a szerződés kapcsán.
