Here is the list: policemen, prosecutors and judges proving their loyalty to Orban earn millions

A couple of days ago it was revealed that Zsolt Nagy, ex-investigator responsible for the Hagyó-case, earns a million per month at the BKV. However, he is not the only one who has been assigned a position of a competitive salary in return for their services and loyalty. Although, since then it has become obvious that - putting it slightly - they committed a bunch of “professional mistakes”.

The prosecution has failed to prove the charges against Hagyó and his co-defendants. Before the court the defendants and the witnesses talked about their earlier statements as given under coercion. Zsolt Balogh withdrew his story about the Nokia-boxes two and a half year ago. What is more, in March 2015 he publicly apologised to the ones who he had incriminated with his false statements. Finally, the prosecution also admitted that his story about the corrupt money cannot be proved with evidence. This, however, has not meant a hindrance to reward all the policemen, lawyers, prosecutors and judges acting according to the political interest.

Who are the main protagonists taking advantage of the case?

György Pető leading the investigation got the lead of both FKF and FBI. Ottó Halász conducting Hagyó’s interrogation became the deputy director of the security board of FKF. Gábor Tóth currently is the supervisor of a public security working group at the Municipality of Budapest, where he can work together with more of his ex colleagues and other police higher-ups. Iván Szabó was awarded with the Order of Merit of the Republic of Hungary, Officer’s Cross, while Imre Keresztes was awarded with the Order of Merit of the Republic of Hungary, Commander’s Cross. Prosecutor, György Győri became the chief-deputy prosecutor of the Prosecutor’s Office in district XI and XII. Mária Szívós thrives as constitutional court judge.

So the ones who performed major roles in blackening the BKV-case were rewarded?

Exactly. Police officers, lawyers, prosecutors and judges acting according to the related political interests were awarded, despite the fact that they had committed – gently saying -“professional mistakes”.

Hagyó arrived with beach balls and balloons to the so far most exciting hearing of the BKV case, to prove: for the public transportation’s marketing Vitézy and the others spend money too. However it didn’t turn up the atmosphere either: the former politician crashed/argued/shout at/attack the counsel, and the representatives of the counsel were ordered by the court: give the documents which were kept back/hold back from the defense.

Hagyó Miklós on Thursday of the hearing of the BKV case had detailed perceptions about the testimonies of the „nokia” Balogh Zsolt, which was incriminating of Hagyó, and by the way which testimony is renounced by now. The perception, where Hagyó proved his innocent itemised, through review of facts and documents, which made a lot of awkward moments/minutes for the counsel. It unraveled for example, that they didn’t give a lot of documents to the defense which was concern with the charges of the CCSoft (the local train’s passenger information system). For the replacement/annexes of these, Hadnagy Ibolya judge warned/adjurated the counsel. Later Hagyó also asked from the court, that why he can’t see the testimonies with all the other documents of the leader of the CCSoft and the Synergon, so the sources of the supposed corruption money. The judge said that there are no records of hearings like this, so the investigators didn’t question these people.

Hagyó also pointed with the testimonies of Balogh Zsolt which was the basis of the CCSoft charges, that Balogh Zsolt „confessed” falsely/untruly his signature on a verification of an achievement because it was signed by Nemecz Gábor, another leader of the BKV. Hagyó gave the signed document to the court. „The fact that Balogh Zsolt admitted/confessed this signature as his own is such a momentum for the process, which verify the interrelation his own investigation testimonies of his hearing testimony, regarding to his true/actual motivation of his investigation testimony.”- said Hagyó, referred to Balogh’s statements in the before hearing, where he said that he only said his investigation testimony to escape/avoid jail, and he already renounced those statements.

Hagyó also denied, that he ordered anyone to sign the contract with the Synergon, also that he got any money from it. He longly gave the conflicting statements and the “circumstances that defy document” (what was in the documents they weren’t true) what Balogh said, while he reminded the court, that Balogh – according to his statement – was bespoke/confess because of the impact of threat. „What’s the reason that the prosecution charges me with the receiving of 15 million forint, while the only person, from whom (…) according to the records the money came from, so the CEO of the Synergon, wasn’t heard in any way/status not even from the investigation office and not even from counsel. He wasn’t heard either until the date of my pre-trial detention, 14th of May, 2010, (…) either until the accusation.”- turned Hagyó to Győri György counselor with upraised voice, whereon the judge reprimanded/called to order the evidently touched former politician. Hagyó also reproached for the investigators that – which turned out from the records of the investigations– they charged with the contracts of the Synergon in the knowledge of that Balogh’s statements didn’t suit the truth, the run of the money was statutory/legitimate, traceable, and it didn’t finish in private pocket.

After Hagyó in detail and with the proof of documents started to denial/traverse the other counts and Balogh’s statements, for example with the case of the AAM Ltd contract, and that he would ever employed anyone in the city hall illegally. This was actually denial/traversed by a result of a review from the State Audit Office of Hungary.

At the end of the hearing Hagyó drawed a lot of different souvenirs from his bag, with the logo of the BKK (Centre for Budapest Transport) to prove, the BKV still spend money on marketing. According to his telling he got these objects from a kid, who got these for free in a PR event which was supported by the BKV, at the event of the Week of Mobility 2012, on a boat trip. Hagyó reminded that in the indictment the counsel called unnecessary the spent money on children programs for the publicity of the transportation.  Hagyó beside miscellaneous gave the court a few balloons, a beach ball, a shawl for cleaning the glasses, shirt, mug, and other objects which had the logo of the BKK which lead by Vitézy and which objects were ordered from public money.

Hagyó strandlabdával és lufikkal érkezett a BKV-per eddigi legizgalmasabb tárgyalására, hogy bizonyítsa: a közösségi közlekedés marketingjére Vitézyék is költenek. A hangulatot azonban ez sem dobta fel: az ex-politikus keményen nekiment az ügyészségnek, amelynek képviselőit a bíróság is arra utasította, adják át a védelem elől visszatartott nyomozati iratokat.

Hagyó Miklós a BKV-per csütörtöki tárgyalásán részletes észrevételeket tett a „nokiás” Balogh Zsolt őt terhelő, azóta egyébként már visszavont vallomásaira. Az észrevételezést, amely során Hagyó tételesen, tények és okiratok ismertetésén keresztül bizonyította ártatlanságát, több, az ügyészség számára kínos pillanat kísérte. Kiderült például, hogy a CCSoft-féle, a szentendrei HÉV utastájékoztató rendszerével kapcsolatos vádat érintő bizonyos dokumentumokat a nem adtak át a védelemnek. Ezek pótlására Hadnagy Ibolya bírónő haladéktalanul felszólította az ügyészséget. Később Hagyó azt is megkérdezte a bíróságtól, hogy a CCSoft ill. a Synergon Nyrt. vezetőinek, azaz az állítólagos korrupciós pénzek forrásainak a vallomásait miért nem találja az iratanyagban. A bírónő elmondta, hogy ilyen kihallgatási jegyzőkönyvek nincsenek, azaz a hatóságok ezeket a személyeket meg sem hallgatták.

Hagyó a CCSoft-vád alapját képező, Balogh Zsolt-féle vallomássokkal kapcsolatban arra is rámutatott, hogy Balogh Zsolt valótlanul „vallotta be” egy teljesítési igazolás aláírását, azt ugyanis a BKV egy másik vezetője, Nemecz Gábor írta alá. Az aláírt dokumentumot Hagyó átadta a bíróságnak. „Az a tény, hogy Balogh Zsolt ennek az aláírását is a sajátjaként ismerte el, olyan mozzanata az eljárásnak, amely igazolja a saját nyomozati vallomásával összefüggésben tett tárgyalási vallomását, a nyomozati vallomása tartalmának tényleges motivációját illetően.” – mondta Hagyó, utalva Balogh azon tárgyaláson tett kijelentésére, hogy nyomozati vallomásait azért tette, hogy elkerülje a börtönt, és azok állításait azóta vissza is vonta.

Hagyó szintén tagadta, hogy a Synergon Nyrt. szerződésének megkötésére bárkit utasított, ill. hogy abból pénzt kapott vissza. Hosszasan sorolta Balogh iratellenes és egymásnak ellentmondó állításait, miközben többször emlékeztette a bíróságot, hogy Balogh – állítása szerint – fenyegetés hatására vallott. „Mi az oka annak, hogy a vádhatóság úgy terhel a kétszer 15 millió forint átvételével, hogy közben azt a személyt, akitől (...) jegyzőkönyvek szerint a pénz származik, vagyis a Synergon Nyrt. ügyvezetőjét, soha, semmilyen minőségben sem a nyomozó hatóság, sem az ügyészség nem hallgatta meg. Nem hallgatták meg sem előzetes letartóztatásom elrendelésig, 2010. május 14. napjáig, (…) sem pedig a vádemelésig.” – fordult emelt hangon Hagyó Győri György ügyészhez, mire a bírónő rendre intette a láthatóan megindult ex-politikust. Hagyó azt is a nyomozók szemére vetette, hogy rendőri jelentésekből kiderül, annak tudatában vádolták meg a Synergon-szerződéssel, hogy tudták, Balogh állításai nem felelnek meg a valóságnak, a pénz útja törvényes, lekövethető, és nem vezet magánzsebbe.

Hagyó a továbbiakban részletesen és okiratokkal tűzdelve cáfolta a többi vádpontban foglaltakat és Balogh állításait, például az AAM Zrt. szerződése ügyében, és azt, hogy bárkit is feketén foglalkoztatott volna a városházán. Ezt egyébként egy ÁSZ vizsgálat eredménye is cáfolta.

A meghallgatás végén Hagyó a táskájából különböző ajándéktárgyakat húzott elő a BKK logójával, hogy bizonyítsa, a BKV ma is költ marketingre. Elmondása szerint a tárgyakat egy kisgyerektől kapta, aki ingyen jutott az ajándékokhoz a BKK által támogatott PR-eseményen, a 2012-es Mobilitási Héten, egy hajókiránduláson. Hagyó emlékeztetett rá, hogy az ügyészség a vádiratban szükségtelennek nevezte a közösségi közlekedés népszerűsítésére, gyermeknapi programokra költött forintokat. Hagyó egyebek mellett átadott a bíróságnak néhány lufit, egy strandlabdát, egy szemüvegtörlő-kendőt, pólót, bögrét, és egyéb, a Vitézy vezette BKK logójával ellátott, közpénzből megrendelt, ingyen osztogatott tárgyakat.

While Hagyó Miklós and the other defendants of the BKV case were in pre-trial detention, until then other people -  including a defendant and the people from the jurisdiction – got really good positions/had been in really good positions. Without getting the full picture, let’s see one after the other, who and how got favorable positions indirectly and directly by Fidesz, or just how they attached/connected to the party, which had basic stake to support the quote  „corrupt socialists” what they used as a saying in their communications.

As it turned out from the compilation of Népszava:

-       Pető György, formal Deputy Lord Mayor of Óbuda – who was known as the political rival of Hagyó – was hired to the BRFK (Main Police Office of Budapest) in March, 2010, to the department where they investigate the BKV case. After the Fidesz won the local government he got a job from the Lord Mayor, Tarlós István. First he was the leader of the Supervision of the Public Places in Budapest, then he was the leader of the Bureau of Security in Budapest, which so called „FBI of Budapest”.

-       Schmidt Gábor, published a book called „Corrupt Companies of the Left Party” in September, 2010, where – as you can realize from the title – he made the BKV case to be the tool of the right party’s campaign.  After the fidesz won the local government he got a job at the city hall from the new Lord Mayor.

-       Keresztes Imre, the leader of the Central Bureau of Investigation got the Order of Merit of the Republic of Hungary (Commander’s Cross) on the 15th of March, 2011. They said „For keep counting on the public interests, and his achievement of investigations in extremely complicated and legal cases”.

-       Győri György, crown counsel/prosecutor, who worked on the case, became the Deputy Public Prosecutor of the 11th and the 22nd district.

-       Balogh Zsolt became the CEO of the Public Transport Company in Pécs, which was leaded by Fidesz and had been enclosure in suspicious condition - turned out on the 10th of February, 2012. After he was elected the PK Busrent KFT desisted the legal actions with the local government, and the city „got back” their buses.

-       Szívós Mária, judge, who extended Hagyó’s pre-trial detention. The majority of the governing party in the parliament elected her to be the member of the Constitutional Court on the 27th of June, 2011.

Míg Hagyó Miklós és a BKV-ügy több gyanúsítottja előzetes letartóztatásban ült, addig más szereplők - köztük egy vádlott és az igazságszolgáltatás emberei is - kedvező helyzetbe kerültek. A teljesség igénye nélkül vegyük sorra, hogy kiknek és hogyan kedvezett közvetve vagy közvetlenül a Fidesz, vagy éppen csak hogyan kötődnek ezek a szereplők ahhoz a párthoz, amelynek elemi érdeke volt a kommunikációjában szófordulatként használt „korrupt szocialisták” jelzős szerkezet alátámasztása.

Ahogyan a Népszava összeállításából is kiderül:

- Pető Györgyöt, Óbuda korábbi szocialista alpolgármesterét - aki köztudottan Hagyó politikai riválisa volt - 2010 márciusában felvették a BRFK állományába, a BKV-ügyben is nyomozó osztályra, majd a Fidesz önkormányzati győzelme után állást kapott Tarlós István főpolgármestertől. Előbb a Fővárosi Közterület-felügyelet, majd a budapesti FBI-ként emlegetett Fővárosi Biztonsági Iroda vezetője lett.

- Schmidt Gábor 2010 szeptemberében"Baloldali Korrupciós Vállalat" címmel könyvet jelentetett meg, amelyben - mint az már a címből is kiderül - a BKV-ügyet a jobboldal kampányának eszközévé tette. Schmidt a Fidesz önkormányzati győzelme után állást kapott a városházán az új főpolgármestertől.

- Keresztes Imre, a Központi Nyomozó Főügyészség vezetője 2011. március 15-én a Magyar Köztársasági Érdemrend Középkeresztjét kapta "a közérdeklődésre számot tartó, kiemelkedően bonyolult tényállású és jogi megítélésű ügyekben folytatott nyomozások során nyújtott teljesítménye, továbbá eredményes ügyészi és vezetői pályafutása elismeréseként".

- Győri György ügyész, aki dolgozott az ügyön, 2011. május 31-én a XI. és a XXII. kerületi ügyészség vezető-helyettes ügyésze lett.

- Balogh Zsolt a fideszes vezetésű Pécs buszközlekedését korábban gyanús körülmények között "privatizáló" közlekedési cégnél vezérigazgatói állást kapott - derült ki 2012. február 10-én. Kinevezése után a PK Busrent Kft. elállt az önkormányzattal folytatott jogi vitától, a város pedig "visszakapta" buszait.

- Szívós Mária bírót, aki rendre meghosszabbította Hagyó előzetes letartóztatását, 2011. június 27-én az Országgyűlés kormánypárti többsége az Alkotmánybíróság tagjává választotta.
