The promise of the Fidesz’s management needed for Balogh’s employment in Pécs

Although the management of the Fidesz in Pécs is absolutely quiet about how they placed Balogh (who is the star witness in the BKV case) to the head of the company, which is partly a property for the government. Now everything is clear, because the contractor who has a trial with the city now published the correspondence which was written before Balogh was placed there. The published correspondence is at the website called „mecsekbusz.eu”. According to this it was a part of a complicated agreement that Balogh can be the head of the PK Busrent KFT, and it’s obvious that he got the position because of the local government’s request.

In order to understand what was the PK Busrent’s role at the transportation in Pécs, we need to refresh what happened in the last 1-2 years. The local government enclosure the transportation company at Pécs in 2009, that they let the Mecskebusz Kft to be the minority owner of the company, which payed 500million cash to the city, and they made a capital lift with the amount of 1billion forint at the PK Transportation Ltd. Meanwhile the PK Busrent Ltd. bought for the bus park 2.2 billion forints which was owned by the transportation company of Pécs, then it rented back the buses which was in private hands for 2.1billion forints. The buses were actually bought by the city, so the city had to pay the installment after that. 

This success business was realized by a comment in the internet, and it just became a scandal. On the summer of 2009, Páva Zsolt, the new mayor of the city prosecuted, and he fired the property management because of the bus selling. The property management was the director of the Pécs Holding Ltd, who since then won a trial against the local government. At the end of 2010, the Prosecutor Office of Baranya County made an accusation against the director of the Transportation Ltd at Pécs, because of misappropriation, who was judged by the court of the first instance. The Index wrote in an article about Balogh, that after this the air just ran out around the PK Busrent: The NAV (National Tax and Customs Administration) in February, 2011 gave a matt to the company with a tax fine of the amount 774million forints, in March, 2011, the local government of Pécs took back the control in practice.

The effects of the events in the end of 2011 the owner of the PK Busrent, the LL Bus Ltd disappeared, on the 10th of November they received an execution from the court because of the tax dues, and a week later Balogh Zsolt just came up from nothing. The new management’s first decision was that the PK Busrent recalled the trial, so the trial ended immediately.

Last November the former investors who were still connected with law cases with the local government assigned the director position to Balogh Zsolt at PK Busrent if the city in exchange for that, will buyout the investors for 714million forints. The agreement asked for the ongoing trials’s pause not that Balogh can make an end of it with a statement.

So far we couldn’t get familiar with Balog’s condition of his employment, but the facts foreshadows that Szabó Iván helped Balogh to get that job, because Szabó Iván is the deputy of all the local government in Pécs, and he is also Balogh’s lawyer. When the scandal just exploded the management of the city said, that they won’t have a statement in this case, but Szabó will explain what happened and for why, but he didn’t stand out with any explanation up to this day.

The politicians of Pécs tried to get to know what Balogh employment there is, but they couldn’t find an answer either. At the moment the transportation of Pécs is transacted by Tüke Busz. When they founded the company the „Jobbik” in Pécs asked the management if Balogh will have any relations to the company, but they told them, no. The only people who had a statement on the new website are the people from Jobbik, where they resent that the city promised for the Mecsekbusz to pay the 714million forints, and they pulled up the management about Balogh’s employment. Nowadays it is typical that in Pécs, only the PécsiStop informed the statement.

The information which just came out in public now that the former investors didn’t like the fact, that the city didn’t fill their promises, so they reported several times because of these, and they say that in a few case they started an investigation. Bár a Fidesz pécsi vezetése február óta hallgat arról, hogyan került egy részben önkormányzati tulajdonú cég élére a BKV-ügy koronatanúja, most felszállt a fehér füst, mert a várossal perben álló vállalkozó közzétette a Balogh alkalmazását megelőző levelezést a mecsekbusz.eu oldalon. Ezek szerint egy bonyolult megállapodás része volt, hogy Balogh veheti át a PK Busrent Kft ügyvezetői posztját, s erre a posztra egyértelműen az önkormányzat kérésére került.

Ahhoz, hogy érthető legyen mi is volt a PK Busrentnek a szerepe a pécsi közlekedésben fel kell idézni az elmúlt egy-két év történéseit. A forráshiányos önkormányzat oly módon magánosította a pécsi közlekedési céget még 2009-ben, hogy kisebbségi tulajdonosként beengedte a társaságba a Mecsekbusz Kft-t, amely fizetett 500 millió készpénzt a városnak, illetve egymilliárdos tőkeemelést hajtott végre a PK Közlekedési Zrt-ben. Mindeközben azonban a prtivatizátor tulajdonában álló PK Busrent Kft. 2,2 milliárd forintért megvásárolta a pécsi közlekedési cég tulajdonában álló buszparkot, majd visszabérelte 2,1 milliárdért a magánkézbe került buszokat, amelyeket egyébiránt a város vett meg és fizetette továbbra is utána a részleteket.

A bombaüzlet egy internetes kommentből derült ki, és vált botránnyá, majd 2009 nyarán Páva Zsolt újdonsült polgármester feljelentést tett, és a buszeladásra hivatkozva kirúgta a pécsi vagyonkezelő, Pécs Holding Zrt. vezérigazgatóját, aki azóta munkaügyi pert nyert az önkormányzat ellen. 2010 végén a Baranya Megyei Főügyészség vádat emelt a Pécsi Közlekedési Zrt. igazgatója ellen hűtlen kezelés miatt, akit első fokon el is ítéltek. Ahogy az Index Balogh foglalkoztatása kapcsán írt cikkében felidézte, innentől folyamatosan fogyott a PK Busrent körül a levegő: a NAV 2011 februárjában mattot adott a cégnek egy 774 millió forintos adóbírsággal, 2011 márciusában pedig a pécsi önkormányzat a gyakorlatban visszavette az irányítást.

Az események hatására 2011 végén eltűnt a PK Busrent meghatározó tulajdonosa, az LL Bus Kft., november 10-én bírósági végrehajtás érkezett az adótartozásra, rá egy hétre pedig feltűnt a semmiből Balogh Zsolt. Az új vezetés első nagy horderejű döntése az volt, hogy a PK Busrent visszavonta az ügyészség álláspontját vitató ellenkeresetét a 2009-es szerződés semmissé nyilvánításáról szóló perben, így a per meg is szűnt létezni.

Az önkormányzattal máig számos jogi eljárásban álló egykori befektetők tavaly novemberben annak fejében engedték át a PK Busrent ügyvezetői posztját Balogh Zsoltnak, hogy cserébe a város vállalta, 714 millió forintért kivásárolja a befektetőket a cégekből. A megállapodás, amiből csak a befektetők ígérvényei teljesültek a folyamatban lévő perek szüneteltetését írták elő, nem pedig azt, hogy Balogh egy nyilatkozattal meg is szüntetteti azt.

Eddig nem lehetett ismerni pontosan Balogh foglalkoztatásának körülményeit, csak azt engedték sejtetni a tények, hogy Balogh féléves megbízatásában oroszlánrésze lehet Szabó Iván ügyvédnek, aki Pécs szinte összes önkormányzati cégének megbízottja, s e mellett Balogh Zsolt védője is egyúttal. Amikor a botrány kipattant a városvezetés jelezte, nem nyilatkozik az ügyben, hanem majd Szabó ügyvéd magyarázza el, mi miért történt, ő azonban a mai napig nem állt elő magyarázattal.

A pécsi politikusok próbáltak UGYAN Balogh foglalkoztatásának a végére járni, de ők sem jártak sikerrel. Jelenleg a pécsi tömegközlekedést a Tüke Busz bonyolítja, a társaság megalapításakor a helyi Jobbik érdeklődött is a városvezetésnél, lesz-e a köze az új céghez Balognak, de akkor megnyugtatták a városházi ellenzéket, hogy nem.  A nemrég indult honlap ügyében egyelőre csak a Jobbik adott ki közleményt, amelyben nehezményezi, hogy közgyűlési felhatalmazás nélkül ígért a város egyik alpolgármestere 714 milliónyi kifizetést a Mecsekbuszosoknak, s kérdőre vonta a városvezetést Balogh foglalkoztatása miatt. Jellemző a pécsi közállapotokra, hogy a kommünikét egyedül a PécsiStop közölte. 

A most nyilvánosságra került adatokból kiderül az is, hogy az egykori befektetők megelégelték, hogy nem teljesültek a város ígéretei és számos feljelentést tettek a történtek miatt, s úgy hírlik némely esetben nyomozás is zajlik.  Az ügy dokumentumai elolvashatóak a mecsekbusz.eu oldalon.
